Greetings, PBL members and advisers,
Currently, the collegiate division stands at a critical juncture.
Many local and state chapters, including my own, are struggling for viability due to dwindling participation. We must alter our course to prevent fading away. Meanwhile, youth mental health is at a crisis point as social engagement declines.
How do we move forward?
First, unite with the rest of our organization around a strong brand identity that properly reflects who we are and what we do. Position our programming as a key enabler of career success.
Second, practice cross-division collaboration to bridge the gap between high school and college. Share our strengths and work towards common goals.
Third, empower state and local leaders with timely communications and helpful resources. Prepare them to excel throughout the academic year.
Fourth, include diverse populations in our membership and leadership. Identify segments not represented in our organization, and reach out to them. Welcome members with disabilities at conferences and events. Knock down barriers to participation or attendance. Use competitive events to promote equity and ethics.
Finally, nourish mental health by building a supportive community. Provide youth with an avenue for social connection and belonging.
As a national officer, you can count on me to carry out this robust agenda and secure our future.

James Hulce, from Menomonee Falls, Wisconsin, has a long history of involvement with FBLA-PBL. His successes include several competitive events and leadership roles. Over the past year, he served as the Wisconsin PBL VP of Membership and was a member of the National Deputy Officer Committee. He was a finalist in the 2021 Intuit Diversity, Equity, and Inclusion Challenge. This year, he reached the silver and bronze Excellence Award tiers.
James is enrolled in the Bachelor's to Master's program in Cybersecurity at Thomas Edison State University, seeking a career in telecommunications infrastructure development. He is also finalizing a Bachelor's degree in Business Administration. Recently, he worked on internet routing security as a Public Policy Fellow at the American Registry for Internet Numbers. Additionally, James is a Youth Lived Experience Partner at the Wisconsin Office of Children's Mental Health. As a Cultural Identity and Community Team member, he seeks to prevent suicide amongst LGBTQ+ youth and improve social connectedness.

Performed acquisition of a frequency license through FCC auction 1002.
Independently handled market analysis, applications, bidding, payments, licensing procedures, and regulatory compliance.
Engaged in ongoing efforts to market spectrum assets for use in an industrial 5G network.
Telephone Spam Litigation (2020-Present)
Lead plaintiff in a federal class-action suit against a fax spammer.
Critical Time
The collegiate division desperately needs support, identity, and direction. Many state chapters, including mine, lack sufficient members for continued viability.
Crisis Situation
Youth mental health in our country is at a crisis point, driven by social disconnectedness.
Core Obligation
Our organization views education as a right of every person. We must demonstrate our values with a commitment to inclusivity.
Reposition our brand image as a career and technical student organization, not a fraternity.
Collaborate with other divisions to eliminate the membership drop-off after high school.
Empower state and local leaders with timely communications and helpful resources.
Include diverse populations in our membership and leadership.
Integrate equity and ethics in competitive events.
